ՓՆՏՐԵԼ       #13 (114) / Դեկտեմբեր 2009   Artur JAVADYAN ARMENIA’S ECONOMIC POLICY IS EFFECTIVE 2009 was a year of economic difficulties and contradictions. It distinctly showed the strength and weaknesses of the Armenian economy, its future projects and achievements. It is difficult not to agree with the government assessment that lack of diversification and competitiveness is our greatest challenge. Meanwhile, it is hard to underestimate the investment of macroeconomic and financial stability in ensuring economic viability. It was the pre-crisis achievements of macroeconomic policy that enabled to rapidly mobilize a number of external and internal resources, maintain inflation atmosphere without distorting economic growth and what is most important, preserve financial system,s stability from a financial and solvent policy standpoint. The impact of the economic crisis in Armenia became apparent since the fourth quarter of 2008 when the Armenia economy faced serious challenges. It was very important at that juncture to have a true assessment of the advantages and disadvantages of the Armenian economy, the threatening dangers and the possible influences of the crisis in order to overcome the situation with minimal losses. On the whole one may record that the Government and the Central Bank achieved that goal. Developments in the world came to show that unsound financial systems per se only absorbed public resources without sufficient support of the economic recovery or growth. Wherever preventive harsh control mechanisms were accompanied with relevant measures supporting systemic stability the results were apparent.
