ՓՆՏՐԵԼ       #13 (114) / Դեկտեմբեր 2009   Karen TAMAZYAN, Arsen MANUKYAN THE IMPERATIVE OF PENSION REFORMS AND CURRENT CHALLENGES The necessity of reform of the pension system is circumscribed by the following factors: a) population ageing and increase in average life expectancy, b) reducing of labor force and as a result change in the ratio of those employed and pensioners, c) reduction of birthrate, d) migration of people at the age when they are able to work. The existence of these factors imposes governments, including the government of the Republic of Armenia to think and take steps for reform of the pension system, aimed to create longterm financially sustainable and fair pension system. Besides, it is very important that the pension system include more citizens and provide them with certain income after they reach retirement age, provided pension policy and system modeling. Fair pension system implies the following two combinations: fairness among different generations and fairness among different representatives of the same generation. Financially sustainable pension system implies that in long term perspective it should be self-sufficing and cover his/her expenses.
